One has to wonder what sort of song Safire would be singing if a Chinese missile had landed in a US embassy. Should the blame go to Clinton for apologizing - he has few options in such a situation - or to the flaming moron who mistargeted the missile. An embassy is a reasonably stationary target, and with all the talk of surgical strikes, there are few possible excuses for hitting one. Granted, given out current situation vis-a-vis China, it was a rather lousy time to blow up their embassy, but how does one land the blame on Clinton?

All that political leaders do in these situations is give the go-signal and try to convince the populace to support the move. They have to trust the military to execute, and when the military fails, they have to apologize. Not an easy or a pleasant position to be in, but there are few options open.
