I think that remains to be seen. The Carter's comment on Clinton's inconsistent foreign policy seems to the point.

Whether China threatens the breakdown of arms talk, that is up to China. Even if there is no this embassy bombing thing, China can still threatens in this respect any time they want. After all, China is the only nuclear power who dare to take the pledge of "never use nuclear weapon first".
