Gibbons, I have a question on VWAP.

I see that the VWAP is calculated from the premarket beginning.
But occasionally I see that the price is way off the ticket price.

For example NETO, first ticket today (Form T) at 12 5/16 (9:21) but the VWAP shows 10.00, I noticed a VWAP which is way off the traded price very often. Any ideas?
