Okay, so maybe I ragged on the MM a little too harshly.
I'm hearing now that the normal procedure when applying to the OTC-BB is that the application (Form 211) is made, and then once it passes the final review, someone at the OTC sends a request to the MM asking for initial bid and ask prices. It makes sense that these prices can't be submitted at the time of the original 211 (because they could change in the interim). The request from the OTC to the MM was only made on Friday, so the time that has elapsed since then (just over one working day) is still within a normal response time. My grudging apology goes out to any MM who may have been offended.
