I believe TERN has its own silicon and will reach a niche market. If you look at their list of customers, you'll see strength in Canada and South America. I heard them present at the H&Q conference and know they're beginning development on voice capabilities in conjunction with Rogers. Not exactly an R&D partner to inspire awe.
