Harmon appears to reiterating his bet on GNET and has not turned neutral, since he again states the part about "Portal in the making". Paul Allen's financial backing is a well known fact, but Harmon doesn't venture a guess (in this statement anyway) as to how this capital will be used to grow GNET. Overall, I'd say his position remains unchanged since GNET is still a part of his 10 to Watch in 1999:
