MIAMI--(BUSINESS WIRE)--May 19, 1999--Management of Modern Computer Systems Inc. (OTC BB:MODS) (Berlin Stock Exchange:MPU.), through its wholly-owned subsidiary IC television, is pleased to announce the launch of the TV Miles concept in Canada during the Fall Launch of CFCF TV12's programming.

Tuesday, June 22nd, WIC (Western International Communications) and its subsidiary CF Television (CFCF12) will present its exciting Fall programming lineup at a launch gala to be held at Le Windsor in downtown Montreal.

CFCF 12's annual launch gala is traditionally a high-profile and exciting evening. Guests for the evening include 350 local, national, and international media buyers, advertising agency representatives and CFCF12's own advertising clients.

CF Television Inc President and CEO Rene Desmarais will address the audience, and introduce special guest speaker, Robert Vivian, president and CEO of Modern Computer Systems.

CFCF 12 will also unveil its new Millenium Project, the Cashfinger System by ICTV. The TV Miles webzine on CD ROM is the main strategic mass media penetration medium designed to capture a part of the emerging market of e-commerce sales. Such sales are estimated at $327 billion in North America for the year 2002 (Source: Futurist Paul Saffo).

As predicted by Futurist Franck Feather, disciple of Marshall McLuhan, (Understanding Media), by the year 2000 advertisers will pay TV viewers to watch the commercials on TV in real time by creating motivations and value-added service to create loyalty in consumers at Point of Sales.

The Cashfinger remote control will be the main gaming program on the CD ROM to educate Frequent Viewers in the new world of Forced Tuning benefits. In the U.S., of 100 million TV households, 99% are estimated to have color televisions, while 93% have a remote control. Daily home use is estimated at 7 hours and 40 minutes.
