A good satellite research source that we employ has long held Teledesic will never see the light of day, unless Microsoft commits at least $3-4 billion more in seed capital. This is a source enthusiastically disposed towards satellite ventures, but calls this one "a project for the mid-21st century, not by any means in the early 21st. The costs for designing the optical intersatellite linkages are monstrous", so the comments go, "and probably the cost is closer to $20 billion for the space segment alone." This is from a research firm that usually sees silver linings in clouds, but in this one, apparently, the storm rains are too heavy to make an optimistic call on Teledesic's future.
