In my opinion, most institutions who have toehold investments in Valence are doing so either because (1) they are doing so in order to "qualify" the investment for the possibility of adding to it as circumstances warrant without securing cumbersome investment committee approval, or (2) they have discretionary control over the investment.

Either way, I think that one will see substantial increase in institutional participation once a purchase order or contract is announced. I do not think that all are going to wait for $ 25 - $ 30 per share in order to invest. There is a lot of money out there, and aggressively managed money will invest in Valence at substantially lower levels than $ 20 - assuming a reasonable contract is announced.
