Actually it was a little bit of both as I understand it. I read a CIA whitepaper on the topic several months ago, interesting stuff. It was known that the Soviet economy was on the verge of an imminent collapse, it had been melting down through most of the late 70's and early 80's. It was just a matter of unleashing of forces which would tear the country apart by sheer inertia. Then along came Gorbechev, and the pandora's box he unleashed dealt the death blow. In interviews I have read over the past several years with him, even he realized that things were out of his hands. Certainly the realization that the Soviet economy could not cope with the arms race any longer played its part in Gorbechev's policy.
