Maybe MSFT would be able to charge for the browser in that case with a linux os. IE keeps improving and gaining market share. They could make IE free with Windows but charge a fee if bought alone. Maybe Linux has a future in the consumer market but I doubt many corporations will take it too seriously if they are considering it as an alternative to NT.
