You appear to be correct. Assuming this inventory conforms to the spec defined by the legislation (and we don't have the spec yet).

Right now, its a dead weight that LOCK can't move, and IMHO, won't ever be able to move at a profit.

First, this is likely to be an ugly floorless convertible given LOCK's financial health (or lack thereof).

Second, the Q report was only addressing marketing to government agencies. Consumer marketing is dramatically more expensive and far beyond LOCK's financial capabilities.

Why would the Federal government or any state agency enter into an agreement with a company that is likely to be out of business before delivery?

True, but IMHO, the facts dictate the chances of LOCK succeeding are less than microscopic.
