I don't think so. If you watch closely, INCA almost always moves off the bid without buying stock. He starts off on the bid each morning to drive up the price then leaves. As an ECN, he has I believe 30 seconds to respond to an order. He doesn't have to fill, which he never does, he just goes away and then appears on the ask.
