Actually the institutional ownership is not as low as it would seem. The float (Shares that can be traded without SEC form 4) is small. A little less than 10 million shares. That is only a little over 20% of all shares outstanding. True some of the institution's such as Ampex's pension plan are considered insider's, but for the most part they must trade the available shares.
