24 fps on a movie screen is enough because the image impression on the screen itself stays longer (between frames) while the monitor pixels don't keep it as long. Also, an image on a movie screen is displayed entirely each time while a monitor do it like a scanner, line by line. 24 fps isn't very good for a game but perfectly tolerable for a movie. Frames per second isn't an absolute for the human eye, it all depends on the medium.
