Bob, it is right to punish people for creating hazards for others...but this isn't a question of punishment. It is a question of coercion for the purposes of preventing (or causing to cease) certain actions. If there is reason to believe that without such pressure disaster will ensue, the employment of coercion may be warranted. Since those to whom I refer would be using anything as a stick, we would be accused of overlooking the plight of the (largely Muslim) Kosovars, and doing nothing to stop the atrocity. Even if unfair, it would become another brick in the anti- American edifice...
