Regarding SCUR, I recently attended a marketing presentation by some of their representatives, and was impressed by their capabilities.

Information Security is becoming a area with a lot of focus in the Government computing area where I work. The DoD and some of the intelligence agencies have focused on INFOSEC for years, but the rest of the government is just starting, and it will be a bigger growth area than Y2K ever was, and it won't go away next year. One thing that's quickly becoming evident is that there is a real shortage of personnel with the necessary expertise to do this type of work, which should mean that one way to quick acquire this type of talent would be to acquire smaller companies. I know this doesn't say much about SCUR, but I think they are worth a good look.
