I think what he is saying that it most central bankers realize the size of their positions and the visibility of their actions is such that they can manipulate markets by saying certain things. And that they realize they could use this ability to influence markets and profit but that they realize this is inappropriate.

Fwiw he is being disingenuous. Yes the central bankers do not use this 'ability' to make profits in the metal or currency markets. But it was exactly this 'ability' the Fed was using when it announce a tightening bias to get the bond vigilantes to tighten for them.

The other inference is that there are some central banks that do use this ability. But they are not major CBs.
