I agree with the content of your post, but I think the term 'most CIOs' needs better definition.
For organizations in industries that have digitizable products like financial services, entertainment, etc., IMHO, CIOs better be doing something that requires CGI-BIN scripting or they're behind the leaders already (Checkfree, SFNB, and a host of other) in terms of getting product to market. Also for providers of non-commoditized products (mid- to high-end retail, real estate agencies, et al), if they're not actively pursuing something that requires CGI-BIN they're behind in terms of data capture about customers preferences.
I think there will be a lot of demand for a MicroWebServer type of product because almost every site (and I believe there will be a lot) will require scripting to do something. I don't think that there's room for a lot of 'dumb' advertising sites out there.
