Actually, they recently raised the monthly fees, but they do cover it after 400 trades per month.

ARCA has been in the works for months, and I expect the fees to be reasonable.

It's very candid of you at admit that you are a new at this. As such, I would have a hard time recommending JPR, as they are definitely a bare bones service.

I have not heard any feedback on RTI. You might also look at MBTrading, where they have a $5 commission plan for new traders, chat room support intraday, and live notification of system problems.
