I gave up on this one until i saw this article in the Santa Barbara Newspress..."First commercial launch pad debuts...The first nonmilitary, non NASA launching operations at Vandenberg Air Force Base will allow small companies, universities and even Air Force to book passage of their payloads with private outfits.
The pad was built by Lompoc-based Spaceport Systems International and ITT Industries. Altough SSI touts itself as the first commercial launch pad, it was financed by some funding from the state and federal government. But a bulk of the estimated $20 million needed to build the facility came from SSI and ITT, which formed a limited partnership in the project. I have the greatest confidence in this launch site, said Col. Jim Ford, director of Space and Missle Test and Evaluation, who is in charge of the Minotaur launch."
The Minotaur is one of several rockets under development designed to lower the cost of putting a satellite into orbit. Launch is set for September.
