Voting down a motion to condemn something is NOT approval of it. The US KNEW it wouldn't get UN approval, otherwise it would have asked for it as it did in Iraq.

Are you claiming that if the US went to the Security Council and asked for a vote on a motion "Nato is justified in its bombing of Yugoslavia" it would get a yes vote? Get real.
