Excluding the "talking heads" on CNBC, et al, there are many "analysts" working in the brokerages, investment banks, back rooms, etc., who offer their recommendations and thus set the perception. For most retail customers, it's the public media that sets the perception. Of course, the stock's price is nothing but a reflection of the prevailing perception. (Did I say that? Think I'll copyright it. <ggg>)
