Dang!! I think I'm on to something. One of the labs which is authorized to certify products going into Russia is located in Seattle. They create two documents. One is the certificate itself (no holograph attached). The other is a certified copy of the certificate. The latter must have a hologram attached!! This is standard procedure. The Seattle company obtains the holograms from Moscow. Unfortunately, the person I spoke with doesn't know who produces them - bet we know!!!
