Don't you think you are jumping the gun a little?

Phase I- 1 to 2 years (application, approval, trial, results published)

Phase II- 1 to 2 years (same)

Phase III- 3-5 years (same, but must prove it works)

The other companies working on AIDS vaccines are years ahead. All of them say a phase III alone will take 3-5 years. The reason for the length is it takes that long for the virus to develop in some people. Therefore you cannot say a vaccine worked until you know your test subjects did not develop the virus, and that takes years.

FDA fast track only assures the final approval process will be faster.
