Will AGP 4x fix this or will AGP texturing continue to be a joke?

from my understanding AGP is a joke. The transfer rates are dismal compared to onboard memory. AGP 4x should make things better, but the ace in the hole for AGP is passing compressed textures (ie. S3TC, narrow YAB). Currently only s3tc is supported by DX6, and only s3 and nVidia are capable of decoding it. Rampage has s3tc support as well as narrow YAB (3dfx's propriety compression alg.). narrow YAB should be included in DX7 when it comes out. So it will probably be another 6 or 7 months before AGP texturing really takes off.
