Imho this has disadvantages. The doctor-patient relationship is highly personal. In my own health plan I have seen wild variations in both skill and attitude on the part of the physicians. I'd hate to be stuck with a couple of the docs I've seen on call.
In the instance cited, the doctor was unprofessional by not himself getting a present doctor to sign off on this patient. It's a bit much to hand the ball back to a guy with chest pains.
