Did Palmer give the paper mentioned at the May 17 conference or will he give it at the coming May 25 conference in Berlin?

We know the basic mechanism as discussed here. What we don't know are the details of embedding RF signals onto a light beam via refractive spreading. I should say exact details since I've given some ideas on it though they mostly dance around the core point. The core point is why am I using the term "spreading" above? What advantage accrues to bending an input RF signal but to synchronize its location on a different part of the beam in spacetime without disrupting the light beam carrier. How this is done is where the devil is.
