There seems to be 2 disclaimers here.

Does it mean that management is aware of orders comprised of smaller quantities?

What level of knowledge are they referring to? Have they seriously looked into this aspect? It is obvious that the army will not tell Pyng's management that they have decided to order XXXX quantities of the Jamshidi or the SurFast...

But if as you state, management is not anxious to receive specific orders at this time due to finalization of the design, I wouldn't be surprised to see the army contact one of Pyng's competitors for an order. Now, IF the army had approached Pyng for an order of a few thousand units and Pyng couldn't or decided not to provide said number of units (maybe due to their inability to manufacture that many number of Units in such a short time frame) wouldn't you be worried that the army would think twice about contacting Pyng once they are in a position to mass produce. Kind of like a MM - brokerage relationship. If the MM cannot provide the number of shares that the house is looking for, you can rest assured that that house will initially contact another MM from that day on. If the MM delivers, they will keep doing business with the latter.

Now about the AB Korelin & Associates situation, might I suggest to management to change firms... I know if my firm ever forgot to file a quarterly report forwarded to us by our clients, I would definitely consider that as being totally UNACCEPTABLE. As professionals, things like that should never be overlooked!
