I know of no restrictions across the board on anyone buying or selling options. It is a real stretch to believe that these companies are trying to get DELL to stop selling puts for stock buybacks because of some personal interests that would have to be shared by a significant fraction of the investment community. Also, DELL is not the only company that hedges its stock buybacks. MSFT, INTEL, etc all do this.
