I guess there could be a buyer arranged for the shares. But insiders selling usually is not considered a good sign. I cannot imagine that so many shares can be sold so it is a bit puzzling. It may be the explaination for all of the short selling...if this sale was anticipated.

We should know a lot more within a few days.
