Most of the major players have locked up major contracts with the chinese. About a year ago, CPQ got the contract to develop china's banking infrastructure, including EFT, reserve systems, and the other components taken for granted in western economies. Tandem had already locked up the stock exchange business. IBM has also been a big player. Both IBM and CPQ sold a larger component of services than systems, ensuring that they will continue to have the inside track for years to come, as they are designing not only the systems but the way those systems will be expanded over time. DELL does not have the capability to do that level of work. They will be relegated to hardware deals at the end of the design cycle,

That does not mean I have not been impressed by DELL's china plans - but they will (as meathead has so clearly pointed out) wait until others define and prove the markets, then depend on great execution to get their share.
