Precisely right Lucius! The Service Providers are nervous, do not like eating obsolete handsets, so are not ordering many. What that means, is that they do NOT believe that they can sell billions and billions and billions of minutes at $1.50 per minute.

If they DO believe that they can sell them, they would now be ordering. Therefore they suspect that they cannot sell very many minutes.

It cannot be both at the same time.

To persuade the Service Providers that they will NOT be eating handsets Globalstar should give away the first billion minutes free to the first Service Providers who pull their finger out, get some handsets into customer hands and sell those minutes. Those who are slow, would miss out.
