They don't try to keep up. They deliberately concentrate on volume parts. Currently they produce masks at .25µ and above, and have no capability at .18µ. They have recently added some people with knowledge of phase shift mask, etc, so they may be trying to move up the technology curve to .21µ and even .18µ. Meanwhile DPMI and PLAB are doing research at .11-.15µ so that they will be ready when the time comes.

That doesn't necessarily make MASK a bad investment, however. The shift of lower geometries is not sudden. It does mean that MASK will not overtake the leaders, but doesn't mean that it won't be highly profitable.
