I just spoke on the phone to an individual who helped start the 3G process in the US and has been at several meetings. He stated that because Q isn't going along, IPR rates will likely be raised to 10% from 5%. Apparently no one wants to start another Q fight, so the committee members are going to raise the IPR stake which in turn will help raise Q's stake.

Interesting stuff. Q is looking good relative to applied IPR according to him
