Yaacov, it is pathetic and disturbing, but there are reasons for the limited success that do not reflect on NATOs prior capabilities. For one thing, we are trying to win a "clean war", not only sparing our troops any real hazard, but minimizing Serbian deaths. In a real confrontation with the Warsaw Pact it would not have been such a tea party. Second, with shrinking military budgets, readiness was already a big issue. Third, the strategic decisions have been made by amateurs like Clinton and Blair, who have been perfectly comfortable in over- riding military advice, and they have been ridiculously ad hoc. Fourth, everyone knows that nuclear weapons are not an option.Fifth, the Warsaw Pact was likely to have proven an unreliable fighting force, with all of the restiveness among non- Russian subject peoples. Sixth, instead of being the attackers, we would have been the defenders, which is strategically, psychologically, and morally a superior position. |
