IPOs enter a 25 day quiet period starting the day of first trade. The underwriters cannot comment until after the quiet period is over. I don't know if this holds for other firms/analysts that did not participate in the underwriting, but I think they can issue reports if they choose to. In practice, I don't think that anyone generally provides coverage until after the quiet period.

At these levels, NETO may be worth the risk (IMO) to trade it; but keep your finger on the mouse button.
