Look at who the authors are. It is a political document.

It is true that it has created more turmoil in the labor market but how bad can it be when unemployment is so low? There was an interesting article this weekend, I believe in the New York Times, that showed the strength of the employment market was even beginning to draw on what had been the most intractable unemployment problem, young black males without a high school degree.

This 'new economy' however presents a real problem for unions. Unions operate best in long term stable industries with a real management/worker division. In such an environment they can establish a long term role as a worker's intermediary. In a rapidly evolving workplace it is more difficult for an essentially bureaucratic entity such as a union to establish itself as an intermediary.
