JLA--- I looked at the overview, the summary of the section on technology controls, and some of the recommendations. They appear to have made advances that would have taken decades to have independently developed due to their thefts, the shoddy way that technology transfers were regulated, and the venality of Loral and Hughes. Especially have they made leaps in the development of mobile ICBMs, MIRVing, Blast- to- weight ratios, and electronic counter measures to subs. They have also gained a great deal of expertise in testing and simulation, and made considerable launch improvements. The damage is bad, and it is obvious that there are questions about the Administrations failures to pursue the matter more aggressively as things came to light. However, a cursory view tells me that there is no "smoking gun"....Not a big surprise in the light of the report.s "bi- partisanship"....I will report more if I get it...
