I was told that in the early 90s (1990 or 1991 - Bush administration) the national laboratories were concerned with espionage, which they felt was fueled by telecommunications and the pre-internet. One of the national lab directors wanted funding to counteract any spying. Apparently the best way to deal with spying is to set up a seperate identical dept that does the same work as another group the difference being the product is by definition flawed. Since its an entire project its expensive and at that time the gov't was thinking the national labs were going to be toast. The energy secretary or whoever it was said no dice to the $$. It sounds to me like the seeds for this were planted in the late 80s.
