That's actually what I meant by "incorrect antecedent." Maybe I called it the wrong thing. I meant that in

the antecedent to "from other countries" would have to be England, as in "Tony's Blair's England has taken..." (Creating its own problems, I see. You then have to either insert 'that of' after 'from,' or make 'countries' possessive.)

It could have read, "Tony Blair has taken a different stance from that of the leaders of other NATO countries..."
