No, the insiders own a considerable amount which is detailed in the prospectus but most is owned by early investors. New companies go through several stages of raising money,usually several offerings called private placements, and if you can attract venture funds they will end up owning a lot of the stock also and usually their might be a bridge financing. Then comes the IPO and down the road if your successful the company can do a secondary offering.
