Since this is now the Chinese embassy conspiracy thread, I think the most likely scenario is that we had a saboteur in the ranks that load the targeting code. The individual or individuals involved harbor intense hatred for China, Clinton or both. The government will never admit it was internal sabotage and probably can't figure out how to catch the culprit(s).
