LORAL ISSUES STATEMENT
ON COX COMMITTEE REPORT

We have reviewed the Cox committee report and it is clear that its conclusion that Loral provided sensitive information to the Chinese is not supported by the facts, even as laid out in the body of the report.

Contrary to the allegation that we helped the Chinese find the cause of the Long March failure in 1996, our review, including analyses by outside experts, established that the Chinese independently identified the root cause of the problem which concerned a soldering defect.

We were first to report on this matter to the government in a voluntary disclosure and we have fully cooperated with the government throughout.

We remain convinced that we have not violated the law, that our employees acted in good faith and that we did not transfer sensitive information to the Chinese.
