It's the private placement of more shares that keeps the price down. Since it comes in the face of management trying to dodge the question when put to them on last winter's conference call, management lost a great deal of credibility just as sales have started to happen. Also, the PR firm they've hired has both hits and misses, so it's a real toss up as to how much good the firm can do for the share price.
