Harry J. Anslinger was the director of the Federal Bureau of Narcotics and Dangerous Drugs (which morphed into the DEA in 1972) from 1931 to 1962. A little more than 'some jerk'. I believe the principle involved is one of who owns the body, the individual or the state. It is my understanding that one of the basic tenets of Libertarianism that the individual owns his body.
