Wouldn't be by bit as that model won't fly (as Esrey will find). I would guess fixed rate since QoS differentiation is further downstream (sub-campus) of the OC-3 P-P link, but will see if I can find out.

Ton of pricings this morning as everyone scrambles to get out before Memorial day, should be interesting. Upside bias should help us (WCII) get one day closer..
