Who ever said the Communists were not efficient? The potential issue is how the US can prevent the wide dissemination of this know-how and technology if and when China breaks apart a la Soviet Union.

Trying to prevent the US public from getting the entire picture of the effects of Chinese espionage - sanitizing the Cox report - is just another exercise in political damage control. Both the Chinese and the US know what has been "transferred" and looks like John Huang and others are "singing" (how much is disinformation is another question...)

Two more points:

1) Missile manufacturing technology was transferred from McDonnell-Douglas to China over the objections of the State Department. Export controls were then moved over to the Commerce Dept. which at the time had - among others - two major employees: Ron Brown and John Huang.

2) The neutron weapons were at pre-manufacturing stage in the late 70s and could be fired by field artillery, rockets, tanks or dropped from the airplane. It is basically a tactical weapon. It was primarily designed to counter-balance the superiority of Soviet armor in Europe. It can be safely assumed that -if worse comes to worse - China might deploy some in Kosovo, Pakistan or India.
