You are most likely reading what is called a tombstone. It is what the underwiters list their offers of solicitation as. This issue has already gone public, that is, the shares have already been sold to the general public (about a month ago). WGAT is now trading its shares over the Nasdaq system which matches buyers and sellers in a free market system. It has no variance on how much WGAT has raised in dollars because they sold those shares to the underwriters at $21. There are no "new issuances" of this stock.
