On a serious note, I agree that dollarization, either de facto or de jure, is the eventual solution. This external discipline is the only real way to force corruption and inefficiency out of the system. The biggest obstacle, as you indicate, will be 'nationalistic' elements who are not interested in allowing the average citizen to escape from their loving grasp.
